Australian invests in public works such as government buildings, hospitals and parks.  The Governors were generally "away" leaving the lieutenant-governors in charge.  Apparently,  governors did return for the Governor's Ball, a major event.  Twain goes on and tells the tale of Cecil Rhodes' first fortune. Arriving  in Sydney in 1870 he had caught a great white shark,  The shark had swallowed a copy of the London Times - just 10 days old at the time.  It had news about France declaring war on Prussia and the price of wool.  With the help of a rich wool broker Rhodes cornered the wool market and pocketed his first fortune.
